    Third Local Focus Group organized by CETA

    CETA organized the Third LFG of the GovernEE project on Wednesday 19th June 2013 at 3 p.m in Udine, c/o the FRIULI FUTURE FORUM meeting room of the Chamber of Commerce, Industry and Handcraft of Udine.

    The programme of the event was articulated in the following presentations:

    • Francesca Visintin from CETA introduced the GovernEE project, giving an overview of the partnership, the project objectives, the pilots, the results and the lessons learnt. The aim of this presentation was of sharing the results and the lessons learnt with the stakeholder that during and after the project could have benefit from the results. Special focus has been given to the description of pilots:
      •  Pilot 1 interesting Hódmezővásárhely (H) / Burgenlandkreis (D) / Prague (CZ) as regard the ICT tool to meter the energy, water, heat consumptions in the public buildings
      •  Pilot 2 interesting Quedlinburg (D) regards the installation of high integrated photovoltaic panels
      •  Pilot 3 interesting Bologna (I) regarding insulation measures of the roof and the windows
      •  Pilot 4 interesting the Partnership and carrying out teaching and coaching activities for Decision makers, Facility managers, and Staff.

      The main results had been introduced:

      •  The Toolkit (later deeper described by Lella Bigatti)
      •  The Monitoring system and financial evaluation framework (WP 335)
      •  The Policy recommendations (WP 351-352)
      •  The Transnational feasibility study (later deeper described by Elisa Tomasinsig)
      •  The Local energy efficiency action plans (WP 333)
      •  The Declaration of Intent (WP 337)
    • Francesco Tutino from the Municipality of Bologna introduced the pilot of Palazzo d’Accursio – Sala degli Stemmi (WP 433) and some main results of the 3encult project which integrates the GovernEE project.
    • Lella Bigatti from LaEscoDelSole external expert of the Municipality of Bologna introduced the toolkit (WP 338) which develops in 10 main steps the fundamental topics to tackle: from organizational aspects of the offices, to operating tools for auditing, monitoring and contracts necessary for good management. The first level gives a quick overview of the topic, for each step,  and provides the necessary strategic content, in a brief but concise explanatory card. Each card usually contains two sections: one for public buildings and one for the public historic buildings. The second level gives more details about the topic, going in deep in explanations and contents.
    • Elisa Tomasinsig from CETA introduced the Transnational feasibility study on the possibilities of Energy Efficiency and the efficient exploitation of renewable energy sources (RES) in heating historic buildings (WP 431).

    The LFG was very interesting and constructive. 39 persons attended the meeting coming from public adimistrations, agencies and financial insititutions.

    Migliorare le prestazioni energetiche negli edifici storici: casi di studio europei a confronto, Bologna 5 marzo

    I risultati del progetto GovernEE saranno presentati all’incontro Migliorare le prestazioni energetiche negli edifici storici: casi di studio europei a confronto che si tiene mercoledì 5 marzo, a partire dalle ore 16,30, presso l’Urban Center di Bologna.

    Durante l’incontro saranno illustrati le indagini e gli interventi di miglioramento della performance energetica di edifici pubblici e storici effettuati nell’ambito di alcuni progetti europei.

    A conclusione dei lavori, una presentazione di quanto previsto in materia di riqualificazione energetica degli edifici all’interno del Piano d’azione triennale della Regione Emilia-Romagna.

    Comunità’ Sostenibili a Nordest: programmazione, innovazione ed efficienza

    Il futuro del Nordest sono le smart communities e le smart cities: le comunità intelligenti, efficienti ed innovative. Un futuro nel quale la leadership sta in capo ai Comuni e alle loro aggregazioni, alla loro capacità di sviluppare soluzioni inedite che catalizzino anche il settore industriale e finanziario. Un futuro basato sulle reti (informatiche, elettriche, infrastrutturali, culturali e socio-sanitarie) e sullo sviluppo sostenibile. Obiettivi sui quali l’Europa è pronta, da qua al 2020, a investire parecchie risorse, che richiedono però di essere sfruttate.

    Si parlerà di questo nei due giorni di lavori previsti a Padova il 30 e 31 gennaio nella sede della Camera di Commercio in piazza Insurrezione.

    La quinta edizione di GreeNordEst, l’appuntamento con lo sviluppo sostenibile organizzato dal portale Energheia Magazine, quest’anno propone una riflessione di alto livello, sviluppata su tre assi fondamentali: tecnologico, economico-finanziario e modelli di governance.

    L’iniziativa si rivolge a pubbliche amministrazioni, utilities, aziende e realtà impegnate nei settori dell’efficienza energetica ed energie rinnovabili, dell’edilizia e della progettazione, dell’impiantistica-ICT, del manifatturiero, dell’agricoltura, dell’urbanistica, della finanza, così come coinvolge università e associazioni di categoria.

    Ecological pilot project, accompanied by scientific support – Lange Gasse 7 in Quedlinburg

    After the foundation of the German Timber Frame Center Quedlinburg 1999 under the patronage of the ZHD Fulda, the Center constitutes as independent nonprofit association, now under the patronage of the German Foundation for monument protection, the State Saxony-Anhalt and the municipality Quedlinburg, supported by the BauBeCon Sanierungsträger GmbH and the Nord/LB State Bank Saxony- Anhalt. At present there are 9 permanent employees, 2 trainees and 5-6 one year volunteers working in the field of historic preservation in different projects, e.g. in historic preservation and maintenance as well as in the documentation of the historic structure. Beside the historic architectural survey (e.g. castle Stolberg, Priest houses St. Jacobi in Lübeck), a sound construction survey, the ecological and substance preventing rehabilitation and restoration of historic buildings and construction elements jointly with participants of the stonemasons’ lodge for youngsters and with our carpenter trainees we are engaged as well in projects simultaneously with construction progress, implementing and evaluating scientific investigations together with other partners.(e.g. Goldstr. 25 and Klopstock-summer cottage in Quedlinburg).

    These findings should be used to the benefit of principals, planners and patrons, who are confronted to retrofitting and monument protection. One of these research projects will be presented below.

    Energieeffizienz und Energieeinsparung in historischen denkmalgeschuetzen Gebaeuden UNESCO Welterbe Quedlinburg

    The following restoration cases date from years 2000-2012. They were realized in the Unesco
    Heritage Town of Quedlinburg by architectural offices resident locally. Most of the concerned
    buildings had previously stood empty for many years and were therefore in a bad or even
    ruinous state. Because of this, energy-related solutions were an integral part of the overall
    refurbishment effort which aimed at a long term preservation and an economic performance
    of these monuments.
    The practice examples presented here were realized on a modest budget of 1.000-1.500 €/sqm
    used area (construction cost incl. 19% VAT, excl. incidental costs). They exemplify „standard“
    restorations whose lessons can of course be applied to similar cases in comparable locations
    as well.

    EU funds 2014-2020: sustainable energy investments in cities

    The Covenant of Mayors organises a debate to present and discuss new opportunities for sustainable energy under the next 2014-2020 EU multiannual financial period, enabling Covenant of Mayors signatory cities to realise local energy efficiency and renewable energy investments, committed within their sustainable energy action plans (SEAPs).  The most efficient approaches enabling a shift towards a low carbon economy tested during the previous programming periods will be showcased. New and innovative approaches will be discussed, including partnerships with citizens, private sector and financial institutions. Positive effect of technical and methodological support as well as networking facilitated by provinces, regions and cities’ associations will also be demonstrated.

    The debate will take place in Brussels on 9 October 2013.

    Is this starved polar bear which died as ‘skin and bones’ the ‘categorical proof’ that climate change is wiping out the species?

    • Experts found the carcass of a polar bear in Svalbard in the Arctic Ocean
    • Lack of sea ice and seals forced the bear to search further afield for food
    • Scientists claim climate change has reduced sea ice to record lows and is to blame for the death of this animal
    • But some experts add that commercial trade in Canada is also to blame for falling polar bear numbers

    The SEAP of the City of Bologna was awarded the competition for the best Italian SEAP

     The SEAP – Sustainability Energy Action Plan – of the City of Bologna was awardeding the competition for the best Italian SEAP, sponsored by Climate Alliance in collaboration with Kyoto Club.
    The
    Bologna Paes won the firstprize in the category “bigcity(Municipalities withmore than 90,000inhabitants) among 80 participants to the competition.

    The SEAP of Bolognahas distinguished itselffor having implemented a process of effective participation of more than 120 stakeholders, both public and private, of the city.Of these, 40 have also signed the Protocol, committing in fact to actively participate in the implementation phaseof the plan.

    In 2008 the Municipality of Bologna joined the European Covenant of Mayors which has pledged to reduce CO2 emissions of its territory by at least 20% by 2020.
    To pursue this goal in May 2012 the City Council approved the SEAP that describes the context and the detailed inventory of emissions by sector, illustrates the activities already developed and in progress and outlines the objectives, lines of action and the actions to be implemented in the coming years. The main areas of intervention are 6:

    1. residential buildings
    2. service sectorandmanufacturing
    3. energy production
    4. mobility
    5. public buildingsand public lighting

    To act in these areas citizens involvemeny is essential. Therefore on 2012 the City started the process of stakeholder engagement, and in particularof the economic actors and their organizations. The path led to the signing of the “Memorandum of Understanding for the implementation of the SEAPand the start of implementation projects promoted by different actors across the territory.

    Thanks to the participation to GovernEE, we could discuss on the topic of EE in public buildings during the meetings of the SEAP and in particular we draw the attention to historic buildings of a vast group of local stakeholders.

Project Workflow.

  • preparatory studies preparatory studies
    The phase of preparatory studies consists of an ex-ante analysis of energy efficiency in public buildings of the partner cities, through a cross-sectoral evaluation and assessment of existing energy projects and strategies on public heating related to EU funded programs; moreover in this phase a potential estimation regarding energy efficiency in heating buildings examining also the user’s habits is carried out together with an international survey on innovative alternative energy sources in district heating.
  • Strengthening public responsibility GUIDELINES
    In this phase the guidelines for incorporation of energy awareness into policies of municipal institutions are elaborated together with guidelines for energy efficiency commitment that oblige large energy providers to save energy with their users; also a comprehensive strategy to shape public attitude to energy saving and energy efficiency is included in this phase of the project.
  • Cross sectorial strategic toolkit TOOLKIT
    In a first phase joint legal, financial and administrative guidelines are elaborated; in a second phase benchmarks for energy efficiency feasibility studies related to energy efficiency and the use of RES for effective tendering related to public heating are produced; then, the local action plans (guidelines and realization in each PP cities)are finalized. A long term program concerning research on energy efficiency and innovation in public heating is a transversal work that aims to give indications for future projects and strategies. A tool is developed: the monitoring system and evaluation framework to assess and evaluate energy efficiency in public heating, prepared as excel tool. In the toolkit also a guide for energy saving and improving EE in historic buildings is produced. In this action is foreseen also the declaration signed by all Mayors from partner cities that they have intention to use RES and reduce their energy needs complying with EU requirements. The integrated transnational and cross sectoral toolkit with action plans on EE in public and historic buildings, focusing on heating is finalized with all the above mentioned issues.
  • Knowledge network LOCAL ACTION PLANS
    to set up the knowledge network of the project, preliminary studies about the structure and operation of knowledge network and competence centers are collected and elaborated; each partner set up and organizes the local focus groups (two per partner) where topics of the project and energy efficiency and energy saving issues are discussed with invited stakeholders. The realization of the online Competence Center (oCC) is important step to share the knowledge and favour the exchange of know-how and problems solution on the web. The knowledge sharing strategy developed provides basis for the operation of Knowledge network for the identification and involvement of relevant stakeholders and for the dissemination of project results.
  • Policy recommendations AGREEMENTS
    The cross sectorial policy recommendations (both for public buildings and historic buildings) are recommendations on administrative, legal and financial matters towards developing effective decision making and planning processes regarding energy efficiency in public heating, with specification for improving it in historic building blocks (focusing on what specific measures are required to bridge legislative gaps).
  • Pilot implementation PILOT PROJECTS
    The realization of the pilots has a preparation phase with collection of best practices related to measuring and monitoring energy efficiency together with the survey on existing EU models for improving energy efficiency in historic buildings. The first pilot is the ICT pilot realized in partners cities in Hungary, Germany and Prague where ICT system is realized and applied to collect and process data regarding energy consumption of the municipalities with jointly developed by ICT cluster and aimed to improve decision making competences. The second and third pilots are the following: testing of photovoltaic panels in historic building in Quedlinburg and testing of building materials in historic building in Bologna to boost energy efficiency: these pilots are followed by tailor made local energetic plans at partner level in Quedlinburg and Bologna. The last pilot is relative to the improvement of the local decision makers’ competence through training and coaching activities: decision makers, facility managers and staff of municipal institutions are trained on EE sensitizing them and strengthening their responsibility as key element of good governance.
