In the ambit of the first Energy Day of the GovernEE project, CETA organized a study visit to the rural complex “Santa Giustina” at Marignana, in the Municipality of Sesto al Reghena, Province of Pordenone.The study visit took place on 15th June 2012 and representatives of different municipalities and public administrators participated at the event.

The rural complex is a property of ATER of Pordenone (i.e. ATER is the public territorial body for the council houses that means the body which manage the social housing with the public funds support).

Presentations of Arch. Da Pieve, Arch. Liut from ATER

The complex is made of different buildings that are in part constrained by the Cultural Heritage Office and it was retrofitted with a recent energy efficiency criteria intervention. Now it is used for public residential building. CETA decided to organize the visit at the Complex of “Santa Giustina” because of the interesting renovation made on the building through energy efficiency criteria that brought to the creation of 16 lodgings of public council houses.

For the realisation of these lodgings the following issues have been faced:

- energy saving: starting from the assumption that the cleaner energy is the saved energy, an higher attention has been directed to the envelope of the building; the envelope has been restored in order to obtain an energy consumption index lower than the one allowed by the law;

- seismic security: even if the building was constrained, the issue of the adaptation of the complex to the law relative to the seismic risk has been faced;

- hydrogeological security: the intervention has been preceded by an important campaign of analysis of the existent building, including an accurate geological investigation;

- economical feasibility: all reported issues have been faced taking into consideration the economical factor trying to realize the intervention with the same standard of expenses that are common in the area.

During the First Energy Day, CETA organized some presentation in a workshop which took place at the Municipality of Sesto al Reghena. In this ambit the Town Councillor (Dr. Coassin) presented the event and the Director of ATER (Dr. Bello) reported the importance of the intervention made in Marignana which is an important example of the preservation of the ancient buildings giving them a utilisation for residential building and so avoiding the use of soil for new constructions. CETA staff then presented in detail the GovernEE project and the programme of the Energy Day, with the final aims of the visit. Two architects of ATER, Arch. Da Pieve and Arch. Liut who are the designers and planners of the intervention, presented in detail the characteristics of the historic building taken into consideration its history, the techniques used for the renovation/retrofitting, the final economic balance, the energy efficiency class, etc. After this session, the group moved to the complex at Marignana for visiting it.

The rural complex dates back to late 1400, even if the orientation of the complex could be addressed to the Romanian structures. Also some frescos are present in the main building (i.e. the master’s house); there are also some buildings for agricultural use, a small building called “Pesa”, more recent, and other structures. The degree of conservation was not good but recoverable. In 2007 the superintendent of the Region constrained part of the complex but in 2008 ATER bought the complex presenting a project for renovation.

The intervention foresaw samplings on the plasters, on other materials, thermo-graphic analyses, structural analyses of walls and wooden beam floors, etc. The envelope insulation was done in the internal walls with mineral wools and wallboard and air bricks. A unique thermal plant was installed for all lodgings supplied with natural gas, but there are also thermal solar panels. The intervention allows to get an average of 54.04 KWh/m2/year. The better performing apartments  belong to an energy efficiency class of B.

The building recovery was carried out in parallel with the artistic recovery (art. 10 of the Italian legislative decree 42/2004 that imposes the constraints).

The interventions were done with the following criteria:

- good knowledge of the goods where they worked on

- multi-disciplinary criteria

- high technologies for the investigation

- good materials and technologies of intervention

Actually in the master’s house there are 6 lodgings, in the agricultural building there are 10 lodgings, in another open building there are 16 cars boxes, and there are two pedestrian entrances.

The Firts Energy Day had a good success,  participants were really interested and now they are in contact with CETA for further developments and updates about the project.
