Second Local Focus Group organized by CETA

CETA organized the Second LFG of the GovernEE project on Tuesday 9th October 2012 in Udine, c/o the FRIULI FUTURE FORUM meeting room of the Chamber of Commerce, Industry and Handcraft of Udine.

The programme of the event was articulated in the presentation of Dr. Alessia Vecchiet from CETA, who introduced the GovernEE project, the partnership, the aims of the project and also the activity in progress with some results already obtained. Also the divulgation and dissemination activities were reported together with the promotion of the Knowledge Network of the project. The aim of this presentation was of sharing the issues of the project with the stakeholder that during and after the project could have benefit from the results; another aim was discussing with the subjects that have a primary role on these issues all addresses/tools/solutions that the project could develop and solve with the purpose of render more accessible the adoption of measures for the energy efficiency and the use of renewable energy sources in public heating.

Then, the presentation of Eng. Elisa Nuzzo, external expertise of CETA, who is expert in energy efficiency and energy audit of the buildings and in sustainability protocols took place. She described the important tool developed in the ambit of the project under the Work package 3 “Monitoring system and financial evaluation framework to assess and evaluate energy efficiency programs related to public heating”. She presented the excel tool and the guidelines to use it in the Public administrations, with the presentation of a specific case study.

Then the debate and discussion session in a round table with all participants took place, moderated by the chairman Arch. Maurizio Trevisan, external expertise of CETA.

During the debate, the Municipality of Pocenia reported that they are very interested in the energy saving and in which actions can be done on palaces, gym builidngs, schools that have more than 20 years: they would like to renovate them. There was high interest in how the tool of GovernEE works and they asked for a support in energy planning for the municipality.

The Municipality of Udine expressed their opinion about energy performance of the buildings and interventions: the municipality of Udine uses the ClimaHaus protocol since 2 years. They already have an energy plan for the municipality because they sign for the Covenant of Mayors and have targets by 2020 to reach. They criticized the tool of GovernEE because seems to be another certification protocol. Then, after explanations of CETA, they understood that is just a tool and not a protocol that can be easily used by the PA for evaluations, for example in case of tendering and they agree on the tool. They criticize also that the specific situation of historic buildings cannot be considered too simple and solvable with this analysis. Unfortunately, they remarked that historic buildings have very complex constraints and regulations, and they declared that this is a topic that must be deepened. They said in any case that the planning is very important and that this is good tool because the parameters and indicators are interesting: they did not consider just energy aspects but also environmental and economic ones.

The WWF – FVG Regional President commented that the tool should be implemented with the parameters for the pollution. The costs of the consumption of fuel in relation to the environment, this is very important for them. Importance in the maintenance and renovation of old buildings and importance of the envelope are critical aspects. Necessity of having a law for doing mandatory interventions in insulation in the buildings, because energy saving is the first thing to do, before using RES. Another important aspect is to improve and increase the divulgation to the population, citizens, not just PA. All shoud start to make interventions also in the privat sector. They asked if automatization of the monitoring of methane consumption exists. In a following part of the discussion the president reported the importance of chosing before the EE interventions for reducing consumptions and just in a following time make interventions related to the use of RES. He underlined that a serious regional plan is lacking.

The Municipality of Faedis declared that they would like to make a lot of interventions and they necessitate of a energy plan and consultation and support. They would like to make interventions on schools and other buildings of Seventies (built after the heartquacke of 1976). They are waiting for the next laws and regulation at regional level for the hill and mountain communities and they are trying to make a consortium of municipalities in the same territory to make interventions together. They put also attention on the management of the biomasses of the territory, to use them as RES for heating (district heating or single biomass plant).

The Municipality of Aviano declared the same interest in using biomasses because they are resources of the territory where the municipality is located. After this introduction they started to discuss about energy efficiency and they declared that they are interested in the participation to the Covenant of Mayors: they are planning to sign and they would like to do the energy plan of the municipality, mainly for having suggestion on how to manage the public lights, the efficiency interventions on buildings and also the use of RES. They are interested in having support for the energy audits of their buildings in order to decide an order of piority.

For Federconsumatori the importance and criticism correlated with the constraints for historic buildings is a crucial issue that necessitates of being solved both at national and regional level. There is no homogeneity and for example there are very strict constraints in some areas or places and very low constraints in other areas. Uniformity is necessary. Also the technical problems with historic buildings are a lot. The tool could be very interesting for having first evaluations. Another important thing is the divulgation of information, not just at public level but among the population/citizens because often the families do not know about the incentives, the saving, etc. Also new interventions and new RES shoud be very well studied for the future (e.g. hydrogen, other).

ATER of Pordenone declared that they found a certain disorientation: there are too many protocols, too many different subjects, too many laws. They demonstrated high interest on evaluation tools for projects and interventions, and they appreciated a lot the tool developed in the ambit of GovernEE. The importance is related to the orientation of the choices and the finding of the priorities. The parameters used in this tool, should be implemented for wider situations: urban level, district level, neighbourhood level, municipality level (not just single builiding). High interest also on the Firma Energetica (Energy Signature) for monitoring. For them the Public Adimistration should use these tools. Importance in the tool of the environmental parameters that usually are not considered (just energetic and economic parameters are commonly considerated). ATER of Pordenone has interest in using this tool in a wider dimension for the requalification of urban areas and for the correct plan of investments. Some suggestion: insert the LCA in the parameters, insert an economic/social indicator correlated to TEP and CO2 saving.

ARES of FVG said that the tool developed in the ambit of GovernEE is very intersting, with a good study approach. They have strong interest in historic builidings. The ambit of application of this protocol should be the urbanistic tool in use of public bodies (in FVG to correlate with VEA protocol, L. Reg. 23). It is good the fact that the parameters and indicators in the GovernEE tool can be flexibly chosen. The evaluation is often qualitative, should be important to consider always both qualitative and quantitative parameters. For them it is also important to give more attention to the envelope and interventions on the building correlated to insulation. Importance of the Green Energy Audit that considers also environmental parameters. For them in the protocol also the domotic part is lacking for intervention of use of ICT tools in the management of indoor conditions.

The representative of Engineers order of Gorizia said that the tool developed in the ambit of GovernEE project is good but a suggestion is to include parameters for the control of the choices for improve the interventions and also to control the interventions themselves. The representative of engineers order of Gorizia reported that often the Public Administration looks just at the best economical offer in chosing the interventions to do, without looking at the technical content. A funcion of control and inspection should be necessary. Another important thing is that often the interventions are isolated, one here, one there: considering them in a whole, correlated, and not singularly could be the solution. The tool could be used not just by the PA during the tendernig or during the evaluation for intervention, but also by the Works Direction Body.

After all these consideration the Arch. Trevisan summarized the interventions, the comments and the event.

The LFG was very interesting and constructive, for further development of the project!

Hopefully the LFG participants (stakeholders) will take part in the oCC of GovernEE to discuss and stay informed on the project development.
